Sierra Leone's Energy Sector

Solar mini-grids are increasingly recognised as the most viable solution for electrifying Sierra Leone's rural communities. The Rural Renewable Energy Project (RREP) has demonstrated that community-based mini-grids can provide reliable, affordable electricity to off-grid areas while enabling economic activities that were previously impossible. The success of projects in Baoma, Sumbuya, and Gegbwema provides a strong evidence base for scaling this approach nationally.

Indoor air pollution from biomass cooking is a leading cause of premature death and illness in Sierra Leone, disproportionately affecting women and children. Addressing the clean cooking challenge requires coordinated policy action, market development support, consumer financing, and behaviour change programmes. Evidence from pilot programmes shows that improved cookstoves and LPG adoption can reduce fuel consumption by 30–60% per household.

Sierra Leone's energy sector presents significant investment opportunities, particularly in off-grid solar, mini-grids, and clean cooking. However, constraints including limited purchasing power, infrastructure gaps, regulatory uncertainty, and currency risk require innovative finance structures such as blended finance, results-based financing, and concessional capital to unlock private investment at scale.
